Gilda González Carmona, Bachelor Degree on Law, graduated from the National Autonomous University of Mexico (UNAM). Advance Degree on Private Law from the Graduate Center for Studies in Law. Chair Professor of Intellectual Property Law at the National Autonomous University of Mexico. She has worked professionally in public and private sector, being involved at the IP sphere in 2002, after litigating for the private sector. Nowadays she is Deputy Director of Support Services of the Mexican Institute of Industrial Property (IMPI), where she mainly develops public policies at national and international level; likewise fosters the protection of intellectual property rights. The Director of International Co-operation Department, Russian Federal Service for Intellectual Property, Patents and Trademarks (ROSPATENT) Mikhail Faleev was born on February 5 1958. In 1984 he was graduated from Moscow State Institute of International Relations (International Law Faculty). During 1984–1987 he was the lawyer in the USSR Ministry of external trade. Zhang Yonghua, an official of Legal Affairs Department of State Intellectual Property Office of China (SIPO). Obtained the Bachelor Degree of Engineering in 1998 and the Bachelor Degree of Law in 2000, and then, obtained the degree of LLM of IP from John Marshall Law School in 2007. Takao Ogiya is Executive Counselor of JIII and Director General of Intellectual Property Research Center at JIII. He joined the Japan Patent Office in 1978 and started his career from Metal Processing Division, 3rd Patent Examination Department. During the period from 1996 to 1999, he was a Director for Patent Management, and from 1998 to 1999, he was also a Director for Academic IP Advancement Office, in General Affairs Division, General Affairs Department. In 1999, he became a Director for Examination Policy Planning, Administrative Affairs Division. From 2001 to 2004, he was Visiting Professor at Kyoto University. And from 2003 to 2005, he was Deputy Director General of Cabinet Office (Intellectual Property). He was Deputy Director General of 3rd Patent Examination Department from 2005 to 2006. Received his Ph.D. degree in the Department of Biomedical Engineering at Chung Yuan Christian University, Chinese Taipei. In 2008, he also completed the Executive Leadership Program organized by the Executive Yuan and Harvard University. His academic interests focus on biomedical engineering, biosensors and its applications. He completed 6 articles published in international scientific journal papers and presented 8 articles at international scientific conferences. He has been employed by the Intellectual Property Office (TIPO) since November 1993, and is currently Deputy Director of Patent Division I and Senior Patent Examiner. Previously at TIPO, he had the titles of Assistant Patent Examiner, Patent Examiner and Section Chief. Mr. Liao also recently served on the committee for developing a draft amendment to the Patent Act. Moreover, he is an editing committee member of Intellectual Property Journal (Publishing Agency: TIPO). His working experience includes prior art searches, patent examinations and re-examinations, patent amendment and invalidation examinations, and appeal and administrative litigations. Practice Experience Mr. Mitchell has over thirty six years of experience, much of it in Asia and is one of the leading American lawyers specializing in investment and financing transactions around the world. Prior to joining White & Case in September 2007, Mr. Mitchell was General Counsel of the Asian Development Bank (ADB). He became General Counsel of the ADB in 2003 and supervised all aspects of legal advice given with respect to documentation of public sector and private sector loan transactions, equity investments, political risk guarantees and bond financings. Mr. Mitchell managed an office comprised of 42 attorneys from 18 countries and was responsible for compliance with Bank policies and procedures. Prof Mohamed Shariff a national of Malaysia, has been teaching in Universiti Putra Malaysia (formerly known as University of Agriculture Malaysia) for the last 33 years. He is a veterinary doctor specialized in fish diseases. His invention “The FastTarget” a rapid PCR nested diagnostic kit for white spot shrimp virus won him several medals including the WIPO gold medal in 2001. He then commercialized his kit to help reduces losses to the shrimp industry. In 2006, Prof Shariff was appointed the founding Director of Innovation and Commercialisation (ICC) at the university. He started the centre from scratch and now has 30 staff members under three divisions 1) Commercialisation, 2) Promotion and Training and 3) Intellectual Property. ICC is now recognized as a good model in Malaysia for patent management and commercialization of university technologies. The centre won the National IP award from Malaysian Intellectual Property Corporation (MyIPO) in 2008. Prof Shariff has attended several courses on intellectual property and commercialisation organized by WIPO and Malaysian Intellectual Property Corporation (MyIPO). He is currently actively involved in creating awareness regarding intellectual property to the university community, evaluation of IPs, management of IPs and commercialisation of university R&D technologies. His centre has commercialized 15 products/technologies and formed 5 joint venture companies. In March this year Prof Shariff was appointed the director of Putra Science Park in his university. Prof Shariff has served as resource person to share his experience at WIPO organized seminars in Brazil, Korea, Morocco, Saudi Arabia, Seri Lanka and Malaysia. Prof Shariff has published more than 130 scientific publications, edited various proceedings on fish health and written one fish health book for fish farmers. |

Akihisa Kamegaya is Director of Licensing Promotion Department of National Center for Industrial Property Information and Training. He gained a master's degree in material engineering at Weseda University. He joined Japan Patent Office (JPO) in 1992. He started his professional career from Metal Processing Division, 3rd Patent Examination Department and had acquired his expertise as a patent examiner from 1992 to 2000. During that period, he was engaged in work at the International Affairs Division of JPO for one year. In 2000, he was appointed Deputy Director of a division which is responsible for formulation of intellectual property policy in Ministry of Economy, Trade and Industry. After studying at Stanford University as a visiting fellow in 2004, he had been active at Examination Department and Appeals Department etc. (Examination of patent applications in the field of Metal Processing, Metals and Electrochemistry and Plastic Engineering etc) from 2005 to 2010. In April 2010, he was assigned the current post of Licensing Promotion Department of National Center for Industrial Property Information and Training. |

Dr Vuckovic joined IP Australia in 2008 as a Deputy Commissioner of Patents and Assistant Registrar of Plant Breeder’s Rights. In this role he leads the activities of 170 staff responsible for patent and plant breeder’s rights examination in areas such as pharmaceuticals, chemistry, physics, electronics, computer systems, mechanical and chemical engineering, medical devices and biotechnology. Prior to this appointment, Dr Vuckovic held senior positions with the Australian Department of Health and Ageing, the Therapeutic Goods Administration, and the Department of Environment and Heritage. In these positions, Dr Vuckovic played a pivotal role in strategic and operational planning and business process reform. A highlight of his career has been the formulation of Government policy on industrial chemicals safety and regulation under the auspices of the OECD Chemicals Program. Dr Vuckovic has a PhD in organic chemistry and a Bachelor of Science with first class honors. His PhD project focused on the development of novel organic synthesis methodologies. It was a collaboration between the Australian National University’s Research School of Chemistry, the Australian Commonwealth Scientific and Research Organisation’s Division of Molecular Science, and DuPont Chemical. |

Suresh Sachi is the General Counsel and head of A*STAR’s Legal Department. He oversees all legal and intellectual property affairs of the Agency, its subsidiaries, and the national research institutes funded and managed by the Agency. His work involves corporate commercial matters and complex technology transfer arrangements, including research agreements and licensing contracts and corporate matters and he also undertakes responsibility for establishing and maintaining the Group’s IP Policies, risk management, compliance, and advising on new legislation affecting the Agency. Suresh Sachi serves as a member of A*STAR’s Senior Management and has served on the Board and Executive Committee of Exploit Technologies as well as on the boards of a number of other companies, including A*STAR spin-off companies. Prior to joining A*STAR, he was the lead partner in the Technology and Intellectual Property Department of a leading law firm in Singapore. Suresh Sachi is admitted as an Advocate and Solicitor of the Supreme Court of Singapore and a Registered Patent Agent. He is a Past-President and founding member of the Licensing Executives Society Singapore and is currently the Vice-President. He also serves on the Board of Governors of the IP Academy and is a member of the Law Society of Singapore having previously served on its Intellectual Property Sub-Committee for several years. He was an active member on the Ethics Committee of the Singapore Eye Research Institute for over 10 years and is now a member of the SingHealth Centralized Institutional Review Board. He was an active member of the Biomedical Sciences Executive Committee, Intellectual Capital Working Group (Intellectual Property Sub-Committee) and is a member of the Intellectual Property Office of Singapore Mentorship Funding Scheme Committee. |

Mr. Ueno is Senior Counsel, Intellectual Property Law Department, IBM Japan. In this position, he has overall responsibility for all IP matters and operations in Japan. Mr. Ueno joined IBM Japan in 1997 and served as a patent attorney, as Associate Patent Portfolio Manager and as a Managing Patent Attorney, prior to assuming his current position. From 2000 to 2002, he also served as a patent attorney at IBM Watson Research Lab, IBM Global Services, and IBM Corporate Headquarters in New York. Mr. Ueno received his Bachelor of Engineering degree from the University of Tokyo. He became a registered Japanese Patent Attorney in 1996, and passed United States Patent and Trademark Office Patent Bar Exam in 2000.
